GIS Specialist/Planner

General definition of Work
Performs responsible professional work in the handling of a variety of assignments for the Planning Commission. Work is performed under the general supervision of the Planning Director or designate.

Typical Tasks
Reviews development proposals including subdivision and site plans for conformity with principles of good planning and land use practices and for compliance with subdivision and other development regulations. Collects organizes and maintains physical, social, economic, and census data for use in reports and planning. Prepares maps using current digital mapping software and geographic information systems (GIS) principles for purposes of analysis and for staff reports, plans and presentations. Keeps GIS mapping data current by downloading new data from appropriate sources, creating new data from geographic sources, and by digitizing new data when necessary. Incorporates new mapping practices and techniques in GIS, including new versions of software, into planning activities and analyses, including Census updates. Assists Commission and Committees as required. Attends meetings and participates in continuing education opportunities in order to stay abreast of changes in regulations, rules and policies pertinent to planning at all levels. Responds to inquiries from the public regarding planning activities and subdivision processes, and supplies maps for the public when requests are made. Coordinates, manages and serves on project teams for planning activities. Performs independent work in the development of analyses and recommendations regarding current physical, social, economic, and community development projects for communities in the County. Researches funding and grant opportunities to support planning activities. Prepares grant applications, administers, monitors and implements grants, and evaluates results. Prepares elements of land use, comprehensive, or strategic plans relating to a wide variety of social, economic, physical, and capital improvements, including research analysis, design, and graphics. Disseminates and presents planning products in digital format/media. Performs related tasks as required.

Knowledge, Skills and Abilities Required
Thorough knowledge of rural and urban planning principles and techniques, planning research, land use controls, and growth management. General knowledge of regulations pertaining to subdivisions and community development. Thorough knowledge of research methodology. Ability to plan, organize, and carry out projects effectively and ability to present results effectively in oral, written and graphic form. Ability to establish and maintain effective working relationships with associates, township and municipal officials, representatives of other agencies, and members of the public. Ability to handle frequent interruptions in daily schedule to provide direct customer service. Experience in computer mapping, an understanding of geographic information systems principles and developments as they relate to planning activities, and general cartographic skills. Understands and uses digital software to disseminate planning products. Ability to prepare proposals and accurate cost estimates for tasks and products for grant or contract work or for products requested by Commission members, communities and the public. Must be strongly motivated and require little supervision from Director. Must have knowledge of governmental structures and functions.

Education and Experience
Bachelors Degree in Planning, Geography, or closely related field with two years relevant experience or Masters Degree and 1 year experience or equivalent combination of experience and training, which provides the required knowledge, skills and abilities.

Additional Requirements
Must be able to work occasional evenings, must be able to work well under stress. Must possess valid drivers license or otherwise be able to perform duties of job. Salary Range: $35,000-$44,990 depending on experience
