1.3 Project Description and Summary

The Monongalia County Planning Commission, (MCPC), West Virginia is requesting proposals from qualified consultants for professional services in the preparation of the final draft of the subdivision regulations and land development ordinance leading to their adoption by the County Commission.

1.4 Scope of Work

The selected firm will be responsible for providing all required services necessary to work with the planning staff to complete the final draft regulations, leading to their adoption by the County Commission, and prepare for the ordinance’s implementation. This should include, but not be limited to, the following elements:

• Review existing draft ordinance, and legislative requirements

• Review written comments received from the public hearing on the draft ordinance

• Work with staff to incorporate changes already agreed to by the Subdivision Regulations Working Group

• In particular review engineering sections of the document

• Create additional sections on mobile homes parks and Subdivision Board of Review

• Assist in preparation for implementation of the ordinance

• Advise the County Commission on recommended staffing to enforce the ordinance

• Prepare final copy of Subdivision Ordinance and assist in adoption of the ordinance

• Public Hearing and Adoption by the County Commission

2.1 Submittal Requirements

Deadline for Receipt of Proposals

All qualifications submitted in response to this request must be received in a sealed envelope and clearly labeled Monongalia County Subdivision Ordinance at the offices of Monongalia County Planning Commission not later than 4:00 p.m., Monday, August 20, 2018, at which time they will be opened and recorded. One original and four (4) copies of each proposal must be submitted. The MCPC and its Agents reserve the right to reject any or all proposal.

Revisions to the Request for Qualifications

If it becomes necessary to revise any part of this request, a proposal addendum will be forwarded to all parties that received the original document. If the potential proposer has acquired the RFQ directly from the website, please forward contact information to the Director of Planning to ensure that any addendums can be forwarded.

Joint Proposals and Use of Sub-contractors

Proposers may include sub-contractors and/or other participants in their proposal. Such an arrangement is acceptable provided that the relationship between firms is clearly defined and the method of maintaining proper project management is described. The use of sub-contractors is left to the discretion of proposers, provided that the criteria of adequate capability in all areas of the scope of work are met. Any sub-contractor must be identified in the same manner as the primary contractor.

Submittal Requirements

• Proposers are strongly encouraged to be as concise as possible. All proposals shall be organized according to the following specified format and each shall be tabbed as outlined below, or they may be deemed non-responsive.

• Letter of Transmittal: The letter of transmittal must acknowledge that the proposer’s project team, including all sub-consultant firms and all key personnel identified in the proposal will be available for the entire term of the contract. Letter should acknowledge any Request for Qualifications addenda received.

• Team Technical Qualifications: Identify the roles and expertise of each of the firms included on your team.

• Key Personnel Expertise: Identify proposed key personnel for each discipline required and outline their relevant experience, indicating the percentage of their total time to be dedicated to this project. Identify the Project Manager who will lead the day-to-day activities of the project and outline his/her relevant experience.

• Relevant Firm Experience: Briefly identify the relevant experience of team members/firms, specifically addressing successful projects, work with subdivision ordinances, and work with communities similar to Monongalia County.

• Team Organization and Management: Discuss the organization and management responsibilities of the team and discuss the prior experience of members working together on other similar projects. Include a team organizational chart. Define the roles of all management personnel, the interrelationships between team members, and the procedures to be used for control of work progress, budget, work quality, and effective communication with the client.

• Project Approach: Briefly discuss your approach to creating the final draft subdivision regulations. Prepare a detailed Work Program including a suggested Scope of Work, means for public engagement and input, time schedule, and costs.
