Community Development Specialist

Salary Range: $52,104 - $75,067.20
1. Under general direction of Community Development Administrator and Director of Development, oversee engineering and architectural work, write specifications for projects as necessary, develop and prepare construction bid documents, conduct pre-bid and pre
construction meetings, secure wage rates and compliance; provide onsite inspections throughout construction; oversee construction and ensure contractor compliance with programs and contracts.
2. Manage and monitor assigned projects; manage contracts; process environmental reviews; coordinate with local jurisdictions to ensure compliance with HUD
programs; maintain program files; arrange and process loan documents and final payments; monitor sub-recipients for project and program compliance; and research, analyze and prepare required reports.
3. Assist the Community Development Administrator in developing and implementing new programs and projects; adhere to all federal, state, and local regulations and reporting requirements; participate in long- and short-range planning; attend meetings and represent County as needed; and field questions and problems raised by agencies, local governments, or members of the public.
