Coshocton Port Authority 106 South Fourth Street Coshocton, Ohio 43812 740-622-7005 Request for Proposal Action Plan for Business/Industrial Park /Comprehensive Economic Impact The Coshocton Port Authority, serving as the lead economic development organization for Coshocton, Ohio is soliciting proposals from qualified consulting firms to research and provide targeted recommendations to Coshocton County on a strategic plan for the creation of a business/industrial park to benefit members of the community.
Background: Coshocton is nestled in the rolling hills of East Central Ohio where the Tuscarawas and Walhonding Rivers meet to form the Muskingum River. Thanks to our abundance of waterways, Coshocton has easy access to over 10 million gallons of water per day and is home to the historical canal-era town of Roscoe Village. Coshocton once boasted a solid industrial base; however, due to the loss of multiple large high-paying manufacturers, the county finds itself in need of attracting new business and providing sufficient resources to locate in the region. Coshocton is conveniently located between Pittsburgh, PA, and Columbus, OH, and is within a 15-minute drive of I-77 and 30-minute drive of I-70; the county is situated along State Route 16/US Route 36 Corridor, a four-lane divided highway from I-77 to Columbus. In 2017, Coshocton County was selected as a Defense Manufacturing Assistance Program (DMAP) community as two of our industries are suffering production loss due to a cut in defense spending. The goal of this feasibility plan is to assist in situating Coshocton County for an increase in business and subsequent developments and grants to help build business/industrial parks and other opportunities in the region.
Scope of Work: This plan should be in an electronic format and include site maps and visual designs as well as cost estimates and sources.
Deliverables: Any finalized plan should include: · In conjunction with the Executive Director, identify three target regions for potential business/industrial park development o Provide a target industry analysis for three potential regions for business/industrial park development and assess how this plan will benefit Coshocton County members o Include a potential economic impact analysis of a successful business park utilizing comparable regions to Coshocton County, Ohio · Based on current market trends and potential growth trends, determine preferred designs for a business/industrial park and a cost analysis · Infrastructure Analysis o Inventory of existing infrastructure (water/sewer/electric/gas/fiber) near the target regions o Cost assessments for facilitating all utilities to the target regions · Transportation Analysis o Identify strengths and weaknesses of the County’s existing transportation (rail, road, river, air) systems. o Providing suggestions of how to better serve the targeted regions as well as opportunities to promote better connectivity. § This would include both existing/conventional connections as well as potential future connections/opportunities. · Assessment of available funding opportunities that have been utilized to assist in the development of similar parks. · Best practices for marketing business/industrial park areas in this part of Ohio. Reports and Reporting: An interim report of activity to date, coordinated to the schedule at implementation, shall be submitted with each progress billing submitted for payment, at a minimum of bi-monthly intervals. At the conclusion of the work, the consultant shall submit a final report to the Coshocton Port Authority along with deliverables.

Potential Funding Source: The Coshocton Port Authority is funded through various funding sources. Consultants and their teams should be eligible to receive funds from federal, state and local sources. Any criminal history of fraud or disbarment from receiving federal or state funds shall null and void any contract between the Coshocton Port Authority and the proposed incumbent.
Timeline and Additional Information: Timeline for responses are as follows: · Any questions concerning the proposal shall be received no later than 4:00 pm on Tuesday, October 3, 2017. Responses to the questions will be answered by 4:00 pm on Wednesday, October 4, 2017. · Final Proposals shall be received by the Coshocton Port Authority electronically by 12:00 pm on Friday, October 6, 2017 to the attention of: Tiffany Swigert, Executive Director tiffanyswigert@coshoctoncounty.net · The final report must be completed no later than April 15, 2018. Please note: · The Coshocton Port Authority reserves the right to extend the above timeline –with notice to the proposed consulting parties. · Any work product developed or utilized by the selected consultant while under contract with the Coshocton Port Authority shall be saved and shared with only the Coshocton Port Authority at the close of the contract (or upon request by the Coshocton Port Authority).
