Zoning Manager

City of Akron

Salary Range: $84,145 - $128,908

Definition

Directs the preparation of the zoning code and map, municipal control of land use, subdivision regulations, street dedication and vacation, and the sale and license of City owned land. Works under the administrative direction of the Planning Director.

Characteristic Work

Plans and directs municipal control of proposed zoning for land use changes, acquisitions, disposal, or lease of land by the City; land subdivisions by allotment or by deeds; processing of appeals and applications to the board of zoning appeals; processing of requests for vacation or dedication of streets; and the processing of other land use matters referred by City Council. Drives to various sites to attend public hearings, council ward meetings, and commission meetings. Meets with the public to answer questions regarding the zoning code and subdivision regulations. Has full responsibility for meetings of the Planning Commission, board of zoning appeals, and Urban Design and Historic Preservation Commission; schedules meetings, prepares agendas, advertises meetings, presents reports and recommendations on agenda items, prepares and approves minutes. Transmits, presents, and defends department reports and recommendations on land use matters to City Council. Directs the maintenance of zoning maps, base maps, City property ownership maps, and a wide variety of supporting records. Reviews construction plans for compliance. Directs inspection of conditional zoning requests; preparation of maps; preparation of reports and recommendations to the Planning Commission, Board of Zoning Appeals, Urban Design and Historic Preservation Commission, and City Council; the preparation of conditions consistent with Planning Commission recommendations for bonds, leases, and legislation and the implementation of resulting decisions. Ensures subordinate employees adhere to City and departmental policies, procedures, rules, and regulations. Ensures excellent customer service is provided. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university and a minimum of five years of paid professional experience in zoning and subdivision including a minimum of three years of paid supervisory experience. Possession of a valid State of Ohio driver’s license.

Extensive knowledge of the federal, state, and local laws, policies, regulations, and objectives governing or bearing on land use administration and development. Thorough knowledge of the principles, practices and objectives of zoning and subdivision.

Exceptional ability to deal effectively with developers and the public in highly controversial land use and zoning requests and appeals. Ability to plan, direct, and manage the work of others and to lead and supervisor subordinate personnel. Ability to read and interpret construction plans. Skill in conflict resolution and in dealing with dissatisfied citizens while reaching an equitable decision. Skill in preparing comprehensive technical recommendations. Effective communication skills in report writing and public speaking. Ability to safely operate a motor vehicle. List of essential job functions available upon request.
