GIS Analyst

Village of Indian Hill

The City of the Village of Indian Hill is accepting applications for the position of GIS Analyst. Indian Hill is a quiet residential community located in Hamilton County, Ohio, just a few miles northeast of Cincinnati. Indian Hill is home to approximately 6,087 residents and has a strong sense of history, community and rural agriculture.

Under the general supervision of the Assistant City Manager, this newly created full-time position will be responsible for developing and overseeing all aspects of the City's geographic information system (GIS). The GIS Analyst will perform a wide variety of advanced process and analysis functions to develop the City's GIS using ESRI ArcGIS, SDE databases, AutoCAD and GPS software and is responsible for its operation, administration and information quality and integrity. This position provides City-wide GIS consultation regarding the use, development, and integration of the GIS system; develops short and long-range plans, goals, objectives and priorities to improve operational efficiency and effectiveness for GIS development and integration to the best advantage of staff and departments. The GIS Analyst is also responsible for collecting and gathering field data and translating into the GIS system.

Essential Duties and Responsibilities

Designs, implements, and maintains all facets of the City-wide GIS system for all departments, including layers, tables and system interfaces; researches, manages and implements small to large scale GIS projects; recommends and administers hardware, software, services and applications to be used to ensure optimum system performance.

Provides GIS information and solutions to various departmental problems and needs; creates new data and information for specific department's needs; produces maps, tables and other documents for departments and the public; produces digital files and maps for distribution; performs GIS analysis to aid in problem solving and creates new information; develops applications for staff and departments.

Researches, manages and implements all GIS projects: reviews departmental needs and determines tasks to be completed using established GIS software programs, commands, and compilation methods to generate and utilize GIS reports; reviews departmental data needs and prioritizes projects; reviews required outputs, develops applications or reviews new technologies and solutions to determine relevance and potential use within the City; informs staff of project status; and implements projects.

Manages day to day coordination of GIS projects including analyzing requirements, field work, data entry along with all other aspects of the GIS program. Updates and maintains reports and logs reflecting the status of all pending projects; monitors progress toward completion and provides regular updates to management to assure completion of projects and tasks are on schedule.

Integrates programming, mapping, and cartography requiring correlation of existing database with new database information, data error correction, identification of duplicates and missing values.

Maintains a current and accurate GIS database using advance technology that includes, inputting, creating, editing, analysis and updating GIS data, metadata, and documentation to ensure the ongoing access to current and accurate data for City plans and projects.

Collects all GPS/handheld data and incorporates into GIS.

Develops, administers and maintains GIS web sites and applications for the Internet, Intranet and performs continuous updates of core City GIS data and website information.

Uses GPS/handheld unit to locate and inventory existing assets for integration into the City's GIS; maintains and updates City GIS maps for water main system, storm water sewer system, public works routes, and parks and recreation using ESRI ArcGIS software.

Participates with the development, entry, maintenance, scheduling, analysis of records and reports in all aspects of the police operations for the city.

Creates "shapefiles" to merge topographical data with external data by layering external data over topographical map.

Updates and builds system data; catalogs and maintains data entry and map update procedures; enters data into database using applications of GIS.

Develops and maintains a Quality Assurance Quality Control (QAQC) system of data quality standards and assists others in understanding and using data quality assurance methods; ensures accuracy, integrity, security and completeness of data files and various support tools such as data dictionaries and creation of technical documentation of procedures and policies. Provides technical consultation and training to a wide range of technical and non-technical employees using the GIS database to compile reports and studies.

Assists with integration of GIS systems with other City applications and data.

Provides vendor management for GIS related software and licensing needs.

Organizes, creates, manipulates and retrieves GIS data for reporting, analysis and presentation purposes; attends meetings as required.

Produces GIS products, in digital or paper format, and prepares graphics for City departments and divisions as needed, and for public presentations to City Council and/or City boards and commissions.

Serves as records officer by assuming responsibility for handling records; knows rules and procedures regarding record retention.

Knowledge, Skills and Abilities

Proficient use of Geographic Information Systems (GIS) and concepts such as ESRI ArcGIS for Server and ArcGIS Online administration, Python, and Internet development tools.

Advanced Structured Query Language (SQL) database skills.

Knowledge of HTML, JSON, JavaScript, XML and similar web programming, markup and development languages.

Skilled in geodatabase editing, cartography, and other GIS operations.

Knowledge of AutoCAD software.

Knowledge of GIS spatial development techniques and digitizing and data manipulation procedures for GIS.

Knowledge of setup, use and maintenance of plotters, scanners, GPS and IOS/Android systems for data collections.

Knowledge of symbols and terminology used in civil, architectural, or electronic engineering drawing.

Knowledge of terminology, practices and techniques used in geographic information systems and computerized management maintenance systems. Familiarity with editing and maintaining utility (water and sewer network) geo-databases a plus.

Knowledge of professional graphics desktop software.

Knowledge of personal computer related software applications, MS Office suite, including Access, Excel, PowerPoint, and Windows operating systems.

Knowledge of municipal government operations.

Outstanding quantitative skill set and analytical mindset.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Skill in using tact, discretion, initiative, and independent judgment in managing projects and communicating with others.

Ability to maintain effective working relationships with other employees, department heads, vendors, professional organizations, and the public; ability to communicate effectively, both verbally and in writing, with same.

Ability to make presentations to small and large audiences, and to train users on software.

Attention to detail and problem solving.

Ability to remain current on job specific knowledge by attending training courses and professional organizational meetings and reading job-related professional journals/publications.

Ability to work under stressful or changing conditions with frequent interruptions.

Ability to exercise sound judgement in safeguarding confidential or sensitive information.

Ability to maintain regular, predictable and punctual attendance.

Willing and able to assist with City operations as needed.

Valid Ohio Driver's License required.

Education

Bachelor’s Degree from an accredited college or university with major course work in Cartography, Civil Engineering, Geography, GIS, Computer Science, or related field and two to five years of documented work experience in the design and development of GIS systems.

Experience

Municipal or similar environment involving work with ESRI ArcGIS applications such as ESRI ArcMap, GPS Pathfinder Office, Arc Explorer, Arc Editor, Arc Info, Arc SWAT, Adobe Illustrator, Adobe Photoshop & AutoCAD preferred. Experience managing and collecting GPS data in Arc Pad and TerraSync preferred. ESRI or GISP Certificates desired.

Job Benefits

The position includes a competitive salary starting at $53,546 to $79,500, depending on qualifications, with an excellent benefit package. Position is unclassified, FLSA exempt, and at-will.
