Primary Focus

The Deputy Director of Planning is a professional and managerial position which serves as the principal assistant to and complements the responsibilities of the Director of Planning. The position oversees the operations of the assigned sections within the Division which include Planning, Code Enforcement, and Zoning Compliance. The Deputy will exercise considerable independent judgement and discretion in planning, directing, supervising, coordinating and managing various projects, and day to day activities of the Planning team. Critical responsibilities of the position involve: hiring, supervising, training, and evaluating professional and administrative staff; administering the Community Plan; administering local ordinances; conducting public meetings; hiring and managing consultants and their contracts; providing oversight and guidance to developers on development applications; preparing and monitoring the divisional budget; and writing, analyzing and preparing reports and presentations.

Supervisory Responsibilities

Supervises Senior Planners, Code Enforcement Supervisor, and Administrative Support II.

Essential Functions

Coordinates the directives of the Division Director, Community Development Director, and City Manager’s office with the capabilities of the division’s staff; assigns staff members to projects; monitors projects’ progress; reviews and prepares staff reports and presentations for public meetings and work sessions.

Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; monitors and evaluates the efficiency and effectiveness of procedures, methods, and operations and recommends modifications as appropriate.



Prepares annual work project and budget for the Division Director; monitors the Division budget including overseeing expenditures, consultant contracts, internal accounting, and recommending amendments or changes as needed.

Oversees team leaders and their assigned work teams to ensure allocation of necessary resources.



Provides broad oversight to all plan reviews and development proposals to ensure that recommendations are consistent with the Community Plan, applicable regulations, and long-term objectives and goals for the City. Oversees and supports the Planning and Zoning Commission, including plan reviews and reviewing staff reports and presentations.



Provides expertise and guidance for other Planning staff in complex, unusual, and/or sensitive zoning applications. Creates and pursues mentoring opportunities with less experienced staff.

Responds to inquiries from the general public, other divisions/departments, outside organizations, and development community; responds both orally and in writing to questions and concerns.



Monitors work flow; reviews and evaluates work products, methods and procedures; participates in hiring, supervising, training, and evaluating professional, technical and administrative staff; assists with problem solving; handles disciplinary actions.

May serve as liaison for the Division of Planning with equivalent managers of other City Departments/Divisions and outside agencies; attends meetings as necessary; provides support to commissions, committees and task forces; negotiates and resolves significant and controversial issues.

Communicates development standards, zoning and property maintenance standards, and long range planning recommendations to property owners, developers and the general public.



Represents the division and the City at various meetings; prepares and presents reports at City Council and various Board and Commission meetings.



Works collaboratively with various City Divisions and outside agencies, including Economic Development, Building Standards, Parks and Recreation, Engineering, Police and Washington Township Fire Department.



Assists Director in the day-to-day management of the Division of Planning.

Performs other related duties as assigned.

Minimum Qualifications

Master’s Degree in Planning, Urban Design, Landscape Architecture, or other relevant field, at least seven years of Planning, Urban Design, Landscape Architecture experience, at least five years supervisory/managerial experience, or any equivalent combination of education and experience.

AICP, or equivalent certification preferred.



Demonstrated effectiveness in managing large work groups, leading projects, and working in a public setting.

Advanced knowledge of urban planning and design concepts, methods, principles, and practices.

Knowledge of management principles, concepts, methods, practices, and strategies.

Knowledge of budgeting concepts, methods, principles, and practices.

Considerable knowledge of team-oriented, collaborative, participatory leadership concepts, principles, practices, and methods.

Excellent collaboration and communication skills both orally and written.

Ability to establish and maintain effective relationships with diverse groups within and outside of city government.

Ability to select appropriate staff for varying projects for the greatest possible benefit.
