Stark County Regional Planning Commission


Job Description: Stark County Regional Planning Commission is accepting applications for Chief of Community Development. This is an advanced professional and administrative position responsible for the overall coordination and administration of the Stark County Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs.

This position will work under the administrative and technical direction of the Executive Director with responsibility for the ongoing CDBG and HOME program management. This employee has the responsibility for the general administration of all phases of the CDBG and HOME programs and the responsibility for technical direction within each major program component, including the following areas: general program development, annual application and project proposal review, housing rehabilitation and grant programs, coordination of project implementation procedures and requirements, coordination of the required Consolidated Planning process. Performs other duties as determined by the Executive Director.

Characteristic Work: Supervises and coordinates major elements of the Stark County CDBG and HOME programs. Integrates and coordinates elements of the comprehensive planning process in the development of a comprehensive strategy for CDBG and HOME. Undertakes an assessment of community development and housing needs consistent with program goals and objectives. Prepares federal grant applications and their related documents. Meets with and provides technical assistance to officials of participating political units and CDBG and HOME subrecipients. Performs administrative functions as directed by the Director. Represents the RPC, when designated, at meetings and conferences. Undertakes special projects from time to time, as directed.

 

Qualifications: Bachelor’s degree from an accredited college or university with five (5) years of professional experience in Community Development and/or HOME Program Administration, urban/regional planning, public administration, program research and development or a related field; or a master’s degree from an accredited college or university with major course work in urban/regional planning/public administration or a related field and three (3) years of experience.

Considerable knowledge of public administration and CDBG and HOME program administrative requirements and regulations is essential in addition to the principles and practices of urban/regional planning. Ability to develop and implement program activities. Ability to supervise a professional staff. Ability to prepare technical reports and graphic and oral presentations. Ability to communicate and coordinate program goals and activities to governmental units and general public.

Salary Range: $60,000-$85,000
